In Vietnam, we commissioned a 40MW solar power plant in Mui Ne (Binh Thuan) and a 30 MW Wind Farm is under operation in Binh Dai, Ben Tre.
Position Overview
Pacifico Energy is an international leader in developing, financing, constructing, and operating power plants. We are currently developing a pipeline of offshore wind projects in Vietnam and are looking to grow our team locally.
The Deputy Project Manager is a key role in supporting the development and execution of offshore wind projects in Vietnam, particularly during the early development, permitting, and site survey execution phases.
The role will act as the key local coordination interface between project management, local authorities, offshore survey contractors, local stakeholders, and international supporting teams.
This position is expected to ensure smooth coordination of permitting processes, stakeholder engagement, marine survey execution support, and local issue resolution to help projects progress efficiently through development milestones.
The ideal candidate combines strong execution capability, practical problem-solving skills, stakeholder coordination experience, and sufficient technical understanding to support offshore wind survey and development activities.
Key responsibilities
- Permitting & Stakeholder Coordination
- Support the development and execution of permitting and stakeholder engagement strategies for offshore wind projects in Vietnam.
- Coordinate and maintain working relationships with local authorities,related agencies, and local communities.
- Assist in preparing and tracking permitting submissions, approvals, and official correspondence.
- Support organization of meetings, workshops, and consultation activities with local stakeholders and authorities.
- Identify permitting risks, local concerns, or execution bottlenecks and escalate to management proactively.
- Maintain permitting trackers and stakeholder engagement records.
2. Offshore Survey & Execution
- Support management in tracking project development progress and execution activities.
- Coordinate across internal teams including technical, legal, commercial, finance, and external consultants.
- Coordinate local support activities for offshore site survey campaigns, including geotechnical, geophysical, metocean, and environmental surveys.
- Coordinate operational arrangements for offshore survey teams and consultants.
- Liaise with local contractors, vessel operators, ports, and logistics providers to support smooth offshore campaign execution.
- Prepare meeting materials, minutes, follow-up actions, and progress updates.
- Escalate critical issues, delays, or risks to management in a timely manner.
- Help ensure field activities are conducted safely, efficiently, and in alignment with company standards and comply with regulations.
- Provide updates and practical insights to the project team regarding local implementation risks or opportunities.
- Support strategic positioning activities related to offshore wind development in Vietnam.
Job Requirements
- Bachelor’s degree in Civil, Structural, Mechanical, Electrical, or other relevant Engineering disciplines.
- Minimum 7 years of experience in the development, construction, execution of marine project;
- Experience in offshore wind, nearshore wind, marine infrastructure, offshore oil & gas, or coastal construction projects is strongly preferred.
- Familiarity with offshore survey campaigns and marine operations is an advantage.
- Experience working with provincial authorities and local stakeholders in Vietnam is highly preferred.
- Experience coordinating with foreign developers, contractors, or Owner’s Engineers (OE) is preferred.
- Business-level fluency in English is required.
